The General Commercial Gaming Regulatory Authority (GCGRA) has appointed Ciarán Carruthers as its new chief executive officer, a notable leadership shift as the United Arab Emirates builds out oversight of its commercial gaming industry. Carruthers brings more than four decades of experience across global luxury resorts and gaming, arriving from Australia's Crown Resorts, where he held the CEO post until late 2024. He steps in at a moment when the UAE is widening its regulatory reach over both land-based and online gaming.
Carruthers takes over from Kevin Mullally, who guided the GCGRA from its founding in September 2023 until his departure in November 2025. In the gap that followed, Jim Murren—the former MGM Resorts CEO who now chairs the GCGRA—stepped in as interim chief executive. "Ciarán brings exactly the calibre of leadership this role demands," Murren said, pointing to Carruthers' proven ability to earn the confidence of regulators, governments, and industry partners across many markets.
A Career Spanning Global Gaming Hubs
Over the years, Carruthers has occupied senior roles at Wynn Macau, Sands China, Galaxy Casino, and Crown Resorts. During his time at Crown, he steered major overhauls of anti-money laundering and responsible gambling practices, helping rebuild regulatory trust in the wake of compliance shortcomings exposed by the Bergin Report. His tenure also saw Crown Sydney win a full, unrestricted licence in Victoria, Australia. That experience navigating thorny regulatory and operational issues is expected to shape the UAE's developing gaming regime.
Carruthers spoke to the weight of his new responsibilities in a press release: "The UAE is establishing itself as a global benchmark for modern and responsible gaming regulation, and I look forward to working closely with the team, licensees, and government partners to deliver on that ambition."
Steering the UAE's Next Gaming Chapter
His arrival lines up with a busy period for the country's gaming market. The GCGRA recently presided over the debut of Play971, the UAE's first licensed online iGaming and sports betting platform. Run by Momentum, Play971 takes bets on football, including selected markets for the 2026 World Cup. The regulator has settled on a framework permitting a single online licensee per Emirate—echoing its approach to physical casinos and sharpening the competition for market entry.
Even with regional headwinds, including delays at Wynn Al-Marjan Island tied to geopolitical tensions, the UAE continues to draw interest from international operators. Carruthers' to-do list includes sharpening regulatory frameworks, growing B2B infrastructure such as live dealer studios, and embedding responsible gaming standards across the country's new online and land-based ventures.
With a record built on regulatory compliance and integrity, Carruthers is widely expected to bolster the GCGRA's drive toward a transparent, world-class commercial gaming framework.
